Public Law
100-235 titled, "The Computer Security Act of 1987," mandated NIST and OPM to create
guidance on computer security Awareness and Training based on functional organizational
roles. Guidance was produced in the form of a NIST Special Publication 800-16 titled,
"Information Technology Security Training Requirements: A Role- and Performance-Based Model."
The
learning continuum modeled in this guidance, provides the relationship between awareness, training, and
education. April 1998 Broken down into 3 parts:

The Texas Center for Educational
Technology
has developed resource materials to help teachers use technology in the classroom. One of the resources is
a
web site with links to hundreds of web and print resources.

The Regional Technology in Education Consortia (R*TEC) program is established to help states, local
educational agencies, teachers, school library and media personnel, administrators, and other education
entities successfully integrate technologies into kindergarten through 12th grade (K-12) classrooms,
library
media centers, and other educational settings, including adult literacy centers.
The now defunct CEO Forum created the Teacher Preparation School Technology and Readiness (STaR) Chart, a
self-evaluation tool for institutions that train teachers. The Star Chart rates each
institution's ability to prepare technology savvy teachers by asking schools to rate themselves in
such
areas as the quality of computer facilities and technology use in the curriculum. One goal of the chart is to introduce
business concepts into education. The chart is a way to guide the colleges and schools in their
planning and rate the success of those plans, much as companies would. Business Roundtable (BRT) is an
association of chief executive officers of leading U.S. companies with over $6 trillion in annual revenues
and more than 14 million employees. BRT member companies comprise nearly a third of the total value of the
U.S. stock market and invest more than $150 billion annually in research and development - nearly half of

how to develop a technology task force Version 2.0 by the National Center for Technology Planning (NCTP),
June 11, 1996. It is available for downloading as an Adobe Acrobat . A copy of this guide should be a must
read for every school technology team leader, an excellent reference tool.
