The Perverse Incentives of the No Child Left Behind Act
Professor James E. Ryan believes that NCLB unintentionally encourages states to push out weaker students so
their scores wouldn't be counted. Recommends the government not focus on absolute achievement levels as
the basis for school accountability, but the rate of growth.

Jeffrey Lee Parson was sentenced to 18 months in prison yesterday for releasing a version of the Blaster
computer worm into the Internet in 2003. Shortage stay promised for time spent studying for college entrance
tests. He also needs to serve community service time. If you are in the Seattle area this could be a good
person to get those school computers up and running.
Improving reading and writing through school library grants
If at least 20 percent of your students are from families with incomes below the poverty line there are
library grants available.

to Defeat Identity Theft Vulnerabilities
Abstract: When a large number of citizens are at risk to identity theft, national security and economic
prosperity are threatened. This work shows that thousands of Americans are at such risk, and introduces
technology, named Identity Angel,to help.
Identity Angels goal is to crawl through information available
on the World Wide Web (Web) and notify people for whom
information, freely available on the Web, can be combined
sufficiently to impersonate them in financial or credentialing
transactions. This is an ambitious goal due to the various
types of available information and the many inferences that
relate disparate pieces of data. Therefore, the work presented herein focuses specifically on acquiring
information sufficient to fraudulently acquire a new credit card using on-line resumes.
An imposter needs to learn the {name, Social Security Number, address, date of birth} of a subject. Results
show how resumes containing needed information can automatically be found and values harvested, and how many
subjects removed such information from the Web once notified.

There is one technique I have used successfully to alleviate the annoyance.
When someone talks on their cell phone, pull out a pen and paper and take
notes. I do this in airports, especially. Usually folks move away, but if
they ask, you remind them that it is a public space and all conversations
are in the public domain and may be used by journalists or bloggers.
The pen is mightier than the phone! Try it, I think you'll be impressed, or
