There's not one single state with a tax system that's progressive. You have heard, perhaps, that rich people in America are egregiously overtaxed. And the poor? They're the lucky duckies! Why, 47 percent of Americans pay no taxes at all!
(This is not true, of course. Many poor and elderly Americans pay no federal income tax, but they pay plenty of other taxes.)
Still and all, it's true that the federal income tax is indeed progressive. Conservatives are right about that - though it's not as progressive as it used to be, back before top marginal rates were lowered and capital gains taxes were slashed in half. But conservatives are a little less excited to talk about other kinds of taxes. Payroll taxes aren't progressive, for example. In fact, they're actively regressive, with the poor and middle classes paying higher rates than the rich.
And then there are state taxes. Those include state income taxes, property taxes, sales taxes, and fees of various kinds. How progressive are state taxes? Answer: They aren't.Check the table below to see how your state scores.
The Corporation for Enterprise Development released a scorecard for all 50 states, that includes overall tax rates, where data from the Institute on Taxation and Economic Policy shows that in the median state (Mississippi, as it turns out) the poorest 20% pay 2x the tax rate of the top 1%. In the worst states, the poorest 20% pay five to six times the rate of the richest 1%. Lucky duckies indeed.

Throughout history, some oligarchies have been tyrannical, relying on public servitude to exist, although others have been relatively benign. David H. Koch and his brother Charles are lifelong libertarians and have quietly given more than a hundred million dollars to right-wing causes.

In 1986, David Koch helped found the Citizens for a Sound Economy, and has given over $21 million to the Cato Institute. One 1997 study by the National Committee for Responsive Philanthropy identified 12 American foundations that have had a key influence on US public policy since the 1960s, particularly via their support for the Heritage Foundation, American Enterprise Institute and Cato Institute. Three of these 12 are Koch Family Foundations (Charles G. Koch Charitable Foundation, Claude R. Lambe Charitable Foundation, David H. Koch Charitable Foundation). Charles Koch co-founded the Cato Institute, whilst David Koch sits on its board.

During his stint as United States Attorney in Boston, Mr. Weld developed a reputation as a tough prosecutor, winning convictions against officials of former Mayor Kevin H. White's administration, as well as members of Boston's organized crime family. In the campaign, Mr. Weld's brand of literate, upper-class humor sometimes left reporters confused.

Once, when asked where he got his money, Mr. Weld paraphrased an old Boston joke about a Beacon Hill matron: "We don't get money, we have money."

Information on Fred Koch's immigrant father "Harry" Koch is sketchy.
Harry had been trained as a printer. He quickly got into the newspaper business in Quanah. In 1891, (about age 24) he bought out one of the local papers. He bought out another three years later. In 1918 he was President of the Texas Press Association. The name he chose for his son -- Fred Chase Koch -- is evidence of one of those friendships.

Fred Chase Koch was surely named for Fred Chase, Harry's brother-in-law. Chase was about 10 years older than Koch, and arrived in Texas (from Maine, reportedly son of William & Louisa Folsom Chase, old Yankee stock) the same year Koch immigrated to the US. Like Koch, he was a newspaperman. Koch & he married two sisters, Mattie & Minnie Mixon, at approximately the same time (1890s).
After some years working papers in Galveston and Colorado, in 1910 Chase had became the editor of the Quanah Observer, another Quanah paper. The loyal family competition, possibly.
Fred Chase Koch, son of Harry, namesake of Fred Chase, & the founder of Koch Industries, was born in 1900.
Harry gave Fred an excellent (& expensive) education for his time: Texas's Rice Institute (now Rice University, longtime fiefdom of the Baker-Botts-Farish gang) & MIT. His brother John Anton Koch, who stayed with his father at the paper, had a similar education. It's surprising there could be so much money in a paper with a circulation of about 2000.
Fred C. Koch founder of the John Birch Society graduated as a chemical engineer and got a job in the nascent oil industry (The Texas Company, formed as a result of the Spindletop strike, soon to become Texaco: He then went to work for Medway Oil in Britain. Medway Oil took over Power Petroleum in 1924 & seems to have been involved in supplying the Soviet Union with fuel during the post-revolution Civil War & thereafter:
Medway/Power Petrol eventually became part of the Royal Dutch Shell/British Petroleum conglomerate. This experience is suggestive as to the kind of connections that Koch might have taken back to Texas with him -- in light of Britain's earlier support of the Southern slave system, the Confederacy & the Texas War of Independence -- as is Harry Koch's Dutch background itself, considering the close historical relationship between Dutch & British capital.
Like his father, Fred named his own son (Charles de Ganahl Koch, one of the living Koch brothers) after his mentor -- his boss at Medway, Charles de Ganahl -- also a Texan, by way of Switzerland or Austria. At any rate, Fred Chase Koch went back to Texas, started his own series of oil-related companies, eventually financed the John Birch Society (one of the foundational moments for the New Right), and the rest is history.

Husband David Low Dodge, businessman, was also a distant relation of the developer of William Grenville Dodge, the developer of the Ft Worth & Denver Railroad that ran through Quanah. Sarah & David L. Dodge spawned a powerful & long-lived business dynasty.
Son William Earl Dodge (1805) founded the metal & mining company Phelps-Dodge with his father-in-law Anson Greene Phelps. Phelps-Dodge was acquired by Freeport-McMoRan Copper & Gold Inc. in 2007.

In other words, Elizabeth Clementine Dodge's brother founded Phelps-Dodge, one of the most important metal/mining companies in the world for over 100 years.

Which means that the Koch brothers' great-grandmother, Elizabeth Clementine Kinney, was the first cousin of William Earl Dodge II (1833-1903), for many years one of the two controlling partners in the company (check out WE Dodge jr's other businesses as well):

Which means that the Koch brothers' grandmother, Mary Burnet Kip, was a second cousin of William Earl Dodge III, whose wife was Emeline Harriman (d. 1938), daughter of the financier Oliver Harriman.

Harriman's mentor & business partner was James Low, a member of the same clan as David Low Dodge's mother Anna. Oliver married James Low's daughter Laura.

Oliver Harriman was the mentor to his nephew, the railroad tycoon Edward Henry Harriman 1848, whose son was Averell Harriman (1891), associate of Prescott Bush & George Herbert Walker via Brown Brothers.

Which means that the Koch brothers' mother, Mary Clementine Robinson (1907-1990, Wellesley College) was the third cousin of all the Phelps-Dodge descendants, including Marcellus Hartley Dodge (1881, President Remington Arms), husband of Ethel Geraldine Rockefeller (1882), the niece of John Davison Rockefeller.
